How to find this skull

Mission: The Library

During the first rally point, you will reach a door that will not open and have to cross through the Flood-infested access tunnels instead. When you come out and the objective changes to take the elevator into the lower chambers, turn right. Climb the sloped pillar beside the steps and follow it to the top to find Tilt.

When the door will not open, enter the Flood-infested access tunnel.

Follow the tunnel through the lower section until you emerge into the next room.
